【なぜ2回目の申請なのか】
10年前、一度F-6ビザで韓国に2年ほど住みました。その後、日本の仕事が忙しくて1年以上韓国に入国できず、F-6ビザが失効してしまいました。
今回は、韓国にいる妻の両親が高齢になったので、近くで暮らすために、もう一度F-6を申請することにしました。

【全体の流れ(私の場合)】
  • 8月中旬:韓国にいる妹に頼んで、家族関係証明書・基本証明書・婚姻関係証明書・住民登録謄本・妻名義の不動産登記簿謄本を日本に送ってもらう
  • 同じころ:大阪の韓国総領事館のホームページ(https://overseas.mofa.go.kr/jp-osaka-ja/index.do )から、申請用のPDFをダウンロード
  • 日本で用意したのは戸籍謄本だけ(念のため日本の不動産の登記簿謄本も取りましたが、添付はいりませんでした)
  • 9月:領事館の予約。混んでいて、なかなか取れませんでした
  • 9月末:申請。パスポートを忘れて、次の日にもう一度行きました
  • 10月末:パスポートを受け取りに行く予定

【2回目で出さなくてよかった書類(私の場合)】
  • 収入証明・財産証明
  • 犯罪経歴証明書
  • 外国人配偶者の結婚背景陳述書
1回目と違い、多くの書類が免除されて助かりました。ただし、免除になるかどうかは人によって違うはずなので、必ず領事館の案内で確かめてください。
私は、領事館に免除可能な書類をメールで問い合わせ、その回答を申請書に添付しました。

【当日は時間に余裕を】
15時の予約で、少し早めに着いて番号札を取りました。呼ばれたのは16時過ぎ。受付は16時までですが、終わったのは17時ごろでした。

【いちばん苦労したこと】
韓国の行政サイト(在外同胞365民願ポータル https://www.g4k.go.kr や政府24)で、住民登録謄本や婚姻関係証明書などの書類を日本からダウンロードしようとしました。認証書のインストールもでき、ログインまではできたのに、なぜか書類の発行がうまくいかず、3日ほど悪戦苦闘して断念しました。この話は⑤で詳しく書きます。

【同じ道を通る人へ】
韓国の電子行政はとても進んでいますが、日本からの操作はなかなかうまくいきませんでした。そして、困ったときのサポートはほとんどありません。韓国にいる家族に書類を頼める人は、早めにお願いしておくと安心です。

外国人登録をした人が出国して1年以内に戻らないと、F-6が失効することがあります。私のように長く離れるかもしれない方は、出国前に「再入国許可」について確かめてください(ハイコリア https://www.hikorea.go.kr )。

【The Most Challenging Thing】
I tried to download documents like the resident registration transcript and marriage relationship certificate from Korean administrative sites (Overseas Koreans 365 Civil Portal https://www.g4k.go.kr and Government 24). I was able to install the authentication software and log in, but for some reason, I couldn't successfully issue the documents, and after struggling for about three days, I gave up. 【For Those Taking the Same Path】
Korea's electronic administration is very advanced, but it was quite challenging to operate from Japan. Additionally, there is almost no support when facing difficulties. If you can ask family in Korea for documents, it's reassuring to request it early.

If a person who has registered as a foreigner does not return within a year, their F-6 may expire. Those who may be away for a long time like me should confirm "re-entry permission" before leaving (Hi Korea https://www.hikorea.go.kr).
